Trans Rights Index & Map 2026: Movements and courts hold the line despite political threats and inaction

TGEU' Trans Rights Index and Map 2026 reveals a year of change on paper across Europe and Central Asia but not sustained political progress.

On 15 April 2026, Alexander Lukashenko signed the law “On Amendments to the Codes on Administrative Responsibility,” introducing liability for so-called “propaganda” of “homosexual relationships, gender transition, childlessness, and paedophilia.” The law will take effect two months after its official publication.

In May 2026, the European Commission is set to launch the first EU Anti-Poverty Strategy, a long-awaited milestone for the Union’s social agenda. TGEU warmly welcomes the decision of the Austrian Constitutional Court (E 1297/2025-11, 18 December 2025), which grants a non-binary applicant the right to have their gender marker removed from the civil registry.

In a pivotal step, the European Parliament adopted a resolution on the forthcoming EU Gender Equality Strategy 2026–2030, increasing pressure on the European Commission to strengthen protections for trans people within this framework.
